Feb. 26, 2026: California Air Resources Board (CARB) finalized draft regulations for Corporate Greenhouse Gas Reporting (SB 253) and Climate-Related Financial Risk Disclosure (SB 261). Below are three key aspects of the final climate transparency regulations.
CARB indicated additional regulations will be proposed later this year to address Scope 3 emissions reporting, assurance requirements, and reporting deadlines for 2027 and beyond. CARB will follow a similar process of draft regulation and public comment period.
SB 253 remains in effect with initial Scope 1 and 2 emissions reporting due by Aug. 10, 2026.
SB 261 remains on pause for enforcement.
Our team is closely monitoring developments and will continue to provide updates. As a company subject to these laws, Terracon is moving forward with preparing our climate-related financial risk disclosure and greenhouse gas reporting, as well as continuing to support our clients with their reporting needs.
Additional Information
On Dec. 5, 2024, CARB issued an Enforcement Notice to inform reporting entities that “CARB will exercise enforcement discretion for the first reporting cycle, on the condition that entities demonstrate good faith efforts to comply with the requirements of the law.”
