She specializes in telecommunications, broadband, solar, and other forms of digital infrastructure regulation.

In addition to her responsibilities at Terracon, Sara holds esteemed positions as the Vice President of the Georgia Wireless Association, Southeast Regional Director for the Women’s Wireless Leadership Forum, and Assistant Director of Registration for the South Wireless Summit.

Woo’s project duties include National Environmental Policy Act (NEPA) evaluations and documentation, Phase I & II Environmental Site Assessments (ESAs), project scoping and proposal preparation, regulatory agency coordination, staff training and mentoring, technical report writing, and review.

She has deep knowledge of the NEPA and Section 106 Historic Preservation compliance, and extensive experience in environmental consulting and working with local municipal Historic Preservation Commission.
