Award-winning SeaPoint Industrial Terminal Complex project - the largest Brownfields cleanup site in Georgia history

Challenge

All that stood in the way of completing the SeaPoint Industrial Terminal Complex (SeaPoint) and creating a new private deepwater marine terminal on the Savannah River was the largest Brownfield site, by acreage, in the history of the Georgia Brownfield Program. The SeaPoint site, which completed its Brownfield remediation and opened in 2022 after a 13-year process, was originally home to a titanium dioxide plant, sulfuric acid plant, gypsum plant, and a municipal landfill. Our client, Dulany Industries, sought Terracon’s assistance in completing the Georgia Environmental Protection Division (EPD)-required remediation of the site prior to redevelopment. This work was completed and approved by the Georgia EPD allowing the revitalization of this dormant 755-acre parcel of land. The cleanup would eventually require that 84 distinct work elements be remediated.

Solution

We partnered with our client to provide industry-leading Brownfield expertise. As the primary environmental consultant and contractor for the investigation, remediation, and a six-year $38 million Corrective Action Plan (CAP) documentation, we were intimately involved in every phase of the project. We provided several remediation services, including excavating of contaminated material, remediating contaminants from both wetlands and marshlands, consolidating both titanium dioxide waste and dredge spoils materials, and constructing a new wastewater treatment pond.

As leaders of the CAP implementation, we spearheaded the full-time oversight and direction of a team comprised of our professionals and several subcontractors.

Results

Our team’s efforts helped deliver this resoundingly successful project two years ahead of schedule and millions under budget. SeaPoint is estimated to bring in more than 1,700 new, high-wage jobs and generate an estimated annual economic impact of nearly $1 billion.

Additionally, we were honored with two noteworthy awards for our work on the project. SeaPoint received the 2023 Phoenix Award for the U.S. Environmental Protection Agency Region IV, recognizing extraordinary practitioners and Brownfields projects. It also received the 2023 ACEC National Honor Award and 2023 ACEC Georgia State Award for engineering excellence.

SeaPoint stands as a gleaming example of partnership and planning, aligning our values with the needs of our clients, and the importance of Brownfields redevelopment. The successful completion of this project relied on our ability to collaborate and coordinate with several agencies, including the Georgia EPD, Georgia Brownfields program, U.S. Army Corps of Engineers, and other local agencies. Our team was at the intersection, helping provide a seamless workflow that contributed to accelerating the timeline until the project was complete.
