 Terracon provided soil laboratory testing, construction quality observation and other geotechnical services for EMWMF construction.

In Nov. 1999, a Record of Decision was approved to dispose of CERCLA wastes at the U.S. Department of Energy's Oak Ridge Reservation (ORR). The selected remedy included the construction of an engineered waste disposal facility, the EMWMF, located in the ORR East Bear Creek Valley Watershed. Aquaterra, a Terracon company's, construction quality assurance (CQA) services included independent construction observation, documentation of geosynthetic construction, and field and laboratory testing of soil and aggregate construction. Aquaterra submitted incremental certification reports and a final CQA completion report for regulatory review.
