David Reynolds, P.E., is Terracon’s national manager for regulatory compliance. He has guided clients, nationwide, from a wide variety of industries through complicated regulatory requirements. He specializes in air quality projects including Title V and Prevention of Significant Deterioration (PSD) permitting, atmospheric dispersion modeling, Best Available Control Technology (BACT) evaluations, greenhouse gas (GHG) reporting, NESHAP and NSPS compliance assistance, Risk Management Plan (RMP) preparation, Reasonably Available Control Technology (RACT) evaluations, potential to emit (PTE) calculations, compliance assurance monitoring (CAM) plans, and annual emission reports. In addition to air quality projects, he has completed single and multi-site projects that include regulatory compliance assessments, SARA Title III reports (Tier II and TRI), SPCC plans, stormwater permitting, and hazardous waste evaluations.

Andy Rowland, CIH, is Terracon’s national manager for industrial hygiene. He is known throughout the United States for his exhaustive body of work in the fields of Industrial Hygiene, Environmental Health, Safety, and Education. He has more than 30 years of laboratory, field, and classroom experience. Andy has lectured for esteemed institutions and served as a member of the faculty at the Medical University of South Carolina (MUSC) where he directed the Program in Environmental Health Sciences for more than twelve years. During his tenure at MUSC, his research and work were funded by the U.S. Environmental Protection Agency, the U.S. Department of Energy, the Department of Education, and industrial entities such as Duke Energy and BP Amoco. Andy’s scholarly work also includes authorship of many textbooks on the topics of Asbestos, Lead (Pb), Indoor Air Quality, Safety, and Fungi/Mold. At Terracon, he now divides his time between industrial hygiene consulting, expert witness work, and teaching.
