TAMPA, Fla. — Belinda S. Richard has joined Terracon as manager of the Florida Brownfields Program. She is based out of Terracon’s Tampa office. She will manage brownfield grant writing and program development efforts. She will continue to assist communities in the development and/or implementation of their brownfields program.
Richard has 16 years of environmental experience with more than eight years of experience managing brownfields projects throughout Florida and EPA Region 4. She has provided brownfields program management assistance to 20 brownfields grant programs. Her experience includes project management, quality assurance project plans (QAPPs), grant compliance and reporting, budget management, brownfields inventories, community outreach, environmental site assessments, brownfields site rehabilitation agreements (BSRAs), and grant closeouts.
Richard is a former board member and current member of the Florida Brownfields Association. She is also a member of the Tampa Bay Association of Environmental Professionals (TBAEP). She earned a Bachelor of Science in environmental engineering from the University of Florida, Gainesville.
