The University Village project required assembling 30 parcels, creating an Urban Renewal District, and securing funding through sources including City of Colorado Springs Urban Renewal Authority and UCCS. North Nevada was designated by the city council as an urban renewal site. This meant millions of dollars in sales tax revenue from development in the area could be used to widen and improve North Nevada Avenue, install curbs, add traffic signals, bury a major electrical power line, improve drainage in the area, and complete other necessary upgrades. University Village presented several significant engineering challenges including the presence of thousands of cubic feet of undocumented fill and required import and placement of more than 750,000 cubic feet of select fill. Site development also required the construction of retaining wall extending almost a half mile and more than 30 feet in height. Terracon is providing environmental, geotechnical, structural, and materials engineering and testing services on the project.
