Terracon developed Spill Prevention, Control, and Countermeasure (SPCC) Plans for six sites owned by Rock County Electric Cooperative Association (RCECA). The sites included electrical substations and involved the observation of oil-filled electrical equipment. Terracon identified petroleum-containing equipment, along with probable drainage routes and surface water receptors, in case of potential spills. Terracon developed SPCC Plans that describe routes of potential releases to surface water bodies. The plans also identified procedures and personnel responsible for spill prevention and control, facility inspection, record keeping, security, and training. The SPCC Plans relied upon RCECA™’s ability to implement an Emergency Response Action Plan and use of gravel beds to spread and slow potential spills to give more time for RCECA to respond. Terracon continues to work with RCECA to provide SPCC services for new and modified facilities.
