Several old Department of Veterans Affairs (VA) domiciliary buildings in Leavenworth, Kansas, that had been vacant since 1995 are once again housing veterans. The 125-year-old structures on the grounds of the Eisenhower VA Medical Center have been renovated into apartment buildings. The renovations for the Ridge Top Apartments project involved six buildings including: four domiciliary buildings, a residential house used by hospital staff and a detached single-car garage. The development preserved features of the historic buildings, including original windows and terrazzo flooring. The large dormitory spaces of the domiciles and the house were converted into 49 apartments.   Terracon was retained to perform a Phase I Environmental Site Assessment, with a limited visual survey with regard to asbestos-containing material (ACM), lead-based paint (LBP), and mold, as well as preliminary sampling for radon. The Phase I investigation of the site did not identify and Recognized Environmental Conditions (RECs) that warranted additional investigation; however, visual observations for ACM, LBP and mold revealed many damaged structures with potential ACM and LBP concerns, and widespread areas of mold growth through parts of the buildings. Two of the building also produced radon levels higher than Environmental Protection Association (EPA) action levels at the time of the sampling. As a result of the visual observations and limited sampling, Terracon was retained to perform a thorough investigation.   As part of the ACM, LBP and mold survey, bulk samples were collected from all six buildings involved in the redevelopment. Recommendations were provided for the various properties where ACM, LBP and mold were found to be present at levels above governing organization regulations, including the EPA, Occupational Safety and Health Administration (OSHA), and National Emissions Standards for Hazardous Air Pollutants (NESHAP).   Terracon also provided recommendations for a radon mitigation system. Once the system was in place, we returned to ensure that the system performed up to regulation standards.   Awards won: Award of Excellence – Kansas Preservation Alliance; Multifamily Award – Capstone; Eagle Award – ABC Heart of America
