Terracon completed a Phase I Environmental Site Assessment at the shopping plaza in August 2004, which identified chlorinated solvent tetrachloroethene (PCE) and trichloroethene (TCE) contamination in groundwater in connection with a former dry cleaner razed during site redevelopment as a shopping center parking area. Terracon prepared a Remedial Action Plan (RAP) proposing an air sparge and vapor extraction (AS/VE) groundwater remediation system. Terracon personnel installed the AS/VE remedial system and provided the FDEP with a Remedial System Startup Progress Report. Terracon conducted AS/VE operation and maintenance from October 2006 to June 2007, which included AS/VE measurements and air and groundwater sampling and monitoring activities outlined in the RAP. Based on successful reduction of chlorinated solvent concentrations below Florida's groundwater cleanup target levels (GCTLs), the AS/VE system was turned off in June 2007. Terracon conducted four quarters of post active remediation monitoring (PARM) and provided the FDEP with a Post Active Remediation Monitoring Report for each quarter. Terracon included a Site Rehabilitation Completion Report in the Post Active Remediation Monitoring Report - Quarter 4, which included a proposal for No Further Action and recommended issuance of a Site Rehabilitation Completion Order.
