Stafford Consulting Engineers, Inc. was founded in 1964 and specializes exclusively in roofing, waterproofing and building envelope systems on facilities owned and operated by our clients. Stafford provides a multitude of services for our clients including, investigations, surveys, design, inspections, water testing, peer review, infrared testing, contract administration & commissioning services. We have extensive experience working with many different facility types, including but not limited to, K-12 schools, colleges & universities, office buildings (low & high rise), airports, industrial & commercial buildings. Our employees include not only Professional Engineers licensed in over 20 states, but LEED Professionals, Registered Roof Consultants (RRC) & Registered Roof Observers (RRO). The Charleston Judicial Center was constructed in approximately 2001 and had experienced numerous leaks since the building was occupied. Mold had formed as a result of water intrusion at all levels of the building, including the basement. Stafford Consulting Engineers conducted an extensive investigation into the causes of leaks through the building envelope. The investigation consisted of visual observations of both interior and exterior spaces, including areas above ceilings, water testing, infrared testing & destructive testing. The Rotunda Building has two levels of below grade parking that has had persistent widespread leaks for years. Leaks occurred primarily along the building perimeter, at plazas and at parking lot expansion joints. Stafford Consulting Engineers was retained to perform a waterproofing evaluation. Water testing was conducted to confirm water entry and soil excavations were performed to observe the installed condition of the existing below grade waterproofing assembly. James H. Barnhardt Student Activity Center is the Sports Complex which also houses Halton Arena, multiple fast food restaurants and a variety of office space and meeting facilities. The facility was constructed in 1996/97. In the spring of 2002, membrane billowing was observed on the Main Roof. Repairs were made but billowing continued. Stafford investigated the cause of membrane billowing and the persistent roof leaks.
